Description. Automatically borrow rooms from house when block is elastic.

Property Determination. When a block is elastic, it can be "stretched" to accommodate reservation demands over and above the number of rooms allotted for the block, given that the hotel still has availability. When the block is elastic and this parameter is set to Y, additional rooms for the block will automatically be taken from the house as needed.
