Description.  Master Sub Allocation functionality

Property Determination. Master and Sub allocation for Business Blocks allows for more control over the number of rooms designated for wholesale reservations by allowing for all required inventory to be placed on the Master so that the Sub-Allocation can pull its inventory from the Master. The Master Allocation, in turn pulls the allotted inventory from house availability.
