Description.  If ENABLED all new rate codes created by the OXIHUB interface will look at the rate code template table for channels in which this rate code should be published. This is only applicable for public rates. Negotiated rates will still need user intervention to be published. If parameter is DISABLED then no publishing takes place through the interface.
